The 18th Meeting of the Council of Elders (CoE) of the Organization of Turkic States (OTS) held on 3-4 November 2025 in Baku, Azerbaijan.

During the Meeting, the Council reviewed the implementation of the recommendations of the 17th Meeting of the CoE held in May 2025 in Girne, Turkish Republic of Northern Cyprus (TRNC), as well as discussed its ongoing agenda comprising Common Turkic Alphabet, and Common Turkic History initiatives among others. They also reviewed the implementation of initiatives put forth at the OTS Budapest Informal Summit and the 12th (Gabala) Summit organized after the 17th CoE meeting.

The participants underscored that with the strong will and support of the Heads of State, the OTS is improving by all means and standards, and the role of the OTS is improving in the international arena. 

The Deputy Secretary General briefed the CoE about the ongoing activities carried out by the OTS and provided information on the plan of action of the Organization in the upcoming period in line with the agenda set by the Heads of State at the last Summits.

The Elders expressed their gratitude to the Azerbaijani side for the high-level organization of the meeting and warm hospitality.
