Objectives

The key documents of our Organization, in particular, the “Turkic World Vision - 2040" and the OTS Strategy for 2022 – 2026 give priority to environmental protection and climate change issues in the national and joint policies of the Member States and take joint actions to prevent and respond to natural and manmade disasters and mitigate their effects.

Mechanisms

In order to cooperate with key institutions and international organizations in Member States and Observers on various aspects of water management, irrigation, drought prevention and other environmental issues, the Memorandum on the establishment of the Drought Prevention Institute of the Organization of Turkic States was signed between the OTS Secretariat and the Ministry of Foreign Affairs and Trade of Hungary on 10 November 2022 in Samarkand. This Institute has started its activity under the OTS Representative Office in Budapest.

Besides, upon the initiative of the Secretariat, the 1^st Meeting of the Ministers responsible for the Environment and Ecology of the Organization of Turkic States was held within the framework of the 29^th session of the Conference of the Parties (COP 29) of the United Nations Framework Convention on Climate Change (UNFCCC) on 14 November 2024 in Baku, Azerbaijan. This inaugural Meeting paved a road to a new cooperation mechanism within the OTS in the field of ecology, environment and climate change issues.

Framework

The following key documents were adopted in the field of ecology and environment cooperation within the framework of the OTS:

• Turkic Green Vision: Unity for a Sustainable Future was signed during the 11^th Summit of the OTS held on 6 November 2024 in Bishkek, Kyrgyz Republic;
• Declaration of the First Meeting of the Ministers responsible for the Environment and Ecology of the OTS.

Hedefler

Teşkilatımızın temel belgeleri, özellikle “Türk Dünyası 2040 Vizyonu” ve TDT 2022 - 2026 Stratejisi, Üye Devletlerin ulusal ve ortak politikalarında çevre koruma ve iklim değişikliği konularına öncelik vermekte ve doğal ve insan kaynaklı felaketleri önlemek, bunlara müdahale etmek ve etkilerini azaltmak için ortak eylemler gerçekleştirilmesini öngörmektedir.

Mekanizmalar

Su yönetimi, sulama, kuraklığın önlenmesi ve diğer çevre konularının çeşitli yönleri hakkında Üye Devletler ve Gözlemcilerin kilit kurumları ve uluslararası kuruluşlarla işbirliği yapmak amacıyla, 10 Kasım 2022 tarihinde Semerkant'ta TDT Sekretaryası ile Macaristan Dışişleri ve Ticaret Bakanlığı arasında Türk Devletleri Teşkilatı Kuraklık Önleme Enstitüsü'nün kurulmasına ilişkin Mutabakat Zaptı imzalanmıştır. Söz konusu Enstitü, Budapeşte'deki TDT Temsilciliğine bağlı olarak faaliyetlerine başlamıştır.

Ayrıca, Sekretaryanın girişimiyle, Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi (UNFCCC) 29. Taraflar Konferansı (COP 29) çerçevesinde 14 Kasım 2024 tarihinde Azerbaycan'ın başkenti Bakü'de Türk Devletleri Teşkilatı Çevre ve Ekolojiden Sorumlu Bakanlar 1. Toplantısı düzenlenmiştir. Bu açılış toplantısı, TDT bünyesinde ekoloji, çevre ve iklim değişikliği konularında yeni bir işbirliği mekanizmasının kurulmasını sağlamıştır.

Çerçeve

TDT çerçevesinde ekoloji ve çevre işbirliği alanında aşağıdaki temel belgeler kabul edilmiştir:

• Türk Yeşil Vizyonu: Sürdürülebilir Bir Gelecek İçin Birlik, 6 Kasım 2024 tarihinde Kırgız Cumhuriyeti'nin başkenti Bişkek'te düzenlenen TDT 11. Zirvesi sırasında imzalanmıştır;
• TDT Çevre ve Ekolojiden Sorumlu Bakanlar Birinci Toplantısı Bildirisi.
