Cooperation among the Ministries of Justice
The 1st Meeting of the Ministers of Justice of the OTS was held in September 2024 in Astana.
The parties signed Astana Declaration during the meeting, which laid down the directions of the cooperation in the field of law and justice among the OTS Member States within the mechanism.
Fostering cooperation among the Ministries of Justice was decided upon in the OTS Strategy for 2022-2026 for implementation of the Turkic World Vision – 2040.
Cooperation among the Ministries of Interior/Internal Affairs
The 1st Meeting of the Ministers of Interior/Internal Affairs was held in September 2024 in Cholpon-Ata.
During the Meeting, the Ministers declared their determination to deepen cooperation in fight against crime, including terrorism, extremism, cybercrime, illicit production and trafficking in narcotic and psychotropic substances and their precursors, irregular migration, human trafficking, migrant smuggling, trafficking in organs etc., as well as to exchange information, including on criminal cases in the areas of security, fight against crime, and in the search for criminals.
Cooperation within the Conference of High Courts
The 1st Meeting of the Chief Justices of the High Courts of the Member and Observer States of the OTS was held on the initiative of the Supreme Court of the Republic of Azerbaijan in October 2023 in Shusha.
During the Meeting, the Chief Justices of the High Courts of the Member and Observer States signed Shusha Declaration on the Establishment of the Conference of the High Courts of the Member and Observer States.
The aim of the Conference is strengthening cooperation among the high courts of the OTS countries, exchange of best practices and ideas in the judicial system and court administration.
Upon the initiative of the Court of Cassation of the Republic of Türkiye, the Conference of the High Courts of the OTS was held on 7 May 2025 in Antalya. During the Conference, the parties signed the Antalya Statute of the High Courts of the OTS. The document provides for institutional consolidation of the Conference of the High Courts of the OTS and determines the procedures and principles regarding its organizational structure, functioning and activities.
Cooperation among the Prosecutor General’s Offices
The mechanism of cooperation among the Prosecutor General’s Offices of the Member States was established in 2021 during the 1st Meeting of the Prosecutors General of the OTS Member States in Baku.
The aim of the mechanism is exchange of information, cooperation on requests for legal assistance, holding regular meetings and consultations, as well as joint training on changes in the legislations.
The 2nd Meeting of the Prosecutors General was held in 2023 in Ankara and the 3rd Meeting was held in 2024 in Bishkek.
Cooperation among the Councils of Judges
The 1st Meeting of the Judicial Councils was held in 2015 in Istanbul.
On the initiative of the Councils of Judges of the Republic of Türkiye, the 2nd Meeting of the Presidents of the Councils of Judges of the Member and Observer States was held in May 2024 in Istanbul. During the meeting, the parties signed Declaration which set up a framework for further institutionalization and development of this cooperation mechanism.
The mechanism serves strengthening rule of law, impartial and independent judiciary by fostering cooperation among the Councils of Judges of the Member and Observer States of the OTS.
Cooperation within the Turkic Judicial Training Network
The Member and Observer States of the OTS established the Turkic Judicial Training Network (TJTN) on the basis of the Memorandum of Understanding on the TJTN signed in 2022 in Istanbul. The TJTN is the network of Turkic judicial academies and institutions which provide training for judges, prosecutors and candidate/assistance judges and prosecutors in the Member and Observer States.
During 2023, on the initiative of the Justice Academy of the Republic of Türkiye, 1st and 2nd online meetings of the TJTN, as well as Kurultai on Cybercrime of the TJTN and International Kurultai on Turkic Legal History were held in Bursa and in Ankara respectively.
The International Conference on Digitalization and Integration in Law Enforcement Practice of the Turkic States was held within the framework of the TJTN in June 2024 in Baku.
Cooperation within the Union of Notaries
Memorandum of Understanding on the Establishment of the Union of Notaries of the Turkic World was signed in October 2023 in Ankara.
The Memorandum of Understanding aims to develop and expand the scope of mutual cooperation in the field of profession of notary.
Adalet Bakanlıkları arasında işbirliği
TDT Adalet Bakanları 1. Toplantısı Eylül 2024'te Astana'da gerçekleştirilmiştir. Toplantı sırasında taraflar, bu platform kapsamında TDT Üye Devletleri arasında yargı ve adalet alanındaki işbirliğinin yönünü belirleyen Astana Bildirisini imzalamışlardır.
Adalet Bakanlıkları arasında işbirliğinin geliştirilmesi, Türk Dünyası 2040 Vizyonu'nun uygulanmasına yönelik TDT 2022-2026 Stratejisi'nde kararlaştırılmıştır.
İçişleri Bakanlıkları arasında işbirliği
İçişleri Bakanları 1. Toplantısı Eylül 2024'te Çolpon-Ata'da gerçekleştirildi. Toplantı sırasında Bakanlar, terörizm, aşırıcılık, siber suçlar, narkotik ve psikotrop maddelerin ve bunların öncüllerinin yasadışı üretimi ve ticareti, düzensiz göç, insan ticareti, göçmen kaçakçılığı, organ ticareti vb. dâhil olmak üzere suçla mücadelede işbirliğini derinleştirme ve ayrıca suç vakaları da dahil olmak üzere güvenlik, suçla mücadele ve suçluların aranması alanlarında bilgi alışverişinde bulunma konusundaki kararlılıklarını beyan etmişlerdir.
Yüksek Mahkemeler Konferansı bünyesinde işbirliği
TDT Üye ve Gözlemci Devletleri Yüksek Mahkemeleri Başkanları 1. Toplantısı, Azerbaycan Cumhuriyeti Yüksek Mahkemesi'nin girişimiyle Ekim 2023'te Şuşa'da gerçekleştirilmiştir. Toplantı sırasında Üye ve Gözlemci Devletlerin Yüksek Mahkemelerinin Başkanları, Üye ve Gözlemci Devletlerin Yüksek Mahkemeleri Konferansının Kurulmasına ilişkin Şuşa Bildirisini imzalamışlardır.
Konferansın amacı görüş alışverişi, en iyi uygulamalar ve fikirlerin paylaşılmasının yanı sıra yargı sistemi ve mahkeme yönetimi gibi ortak konuların tartışılmasıdır.
Başsavcılıklar arasında İşbirliği
Üye Devletlerin Başsavcılıkları arasındaki işbirliği mekanizması 2021 yılında Bakü'de düzenlenen TDT Üye Devletleri Başsavcıları 1. Toplantısı sırasında kurulmuştur.
Mekanizmanın amacı bilgi alışverişi, adli yardım talepleri konusunda işbirliği, düzenli toplantılar ve istişareler gerçekleştirmenin yanı sıra mevzuattaki değişiklikler konusunda ortak eğitimler düzenlenmesidir.
Başsavcılar 2. Toplantısı 2023 yılında Ankara'da, 3. Toplantısı ise 2024 yılında Bişkek'te gerçekleştirilmiştir.
Hâkim Kurulları arasında İşbirliği
Yargı Konseyleri 1. Toplantısı 2015 yılında İstanbul'da gerçekleştirilmiştir.
Türkiye Cumhuriyeti Hâkimler Konseyinin girişimiyle, Üye ve Gözlemci Devletlerin Hâkimler Kurulu Başkanları 2. Toplantısı Mayıs 2024'te İstanbul'da gerçekleştirilmiştir. Toplantı sırasında taraflar, bu işbirliği mekanizmasının daha da kurumsallaştırılması ve geliştirilmesi için bir çerçeve oluşturan Bildiriyi imzalamışlardır.
Mekanizma, TDT'ye Üye ve Gözlemci Devletlerin Hâkim Konseyleri arasında işbirliğini teşvik ederek hukukun üstünlüğünün, tarafsız ve bağımsız yargının güçlendirilmesine hizmet etmektedir.
Türk Yargı Eğitim Ağı kapsamında işbirliği
TDT Üye ve Gözlemci Devletleri, 2022 yılında İstanbul'da imzalanan TYEA’na ilişkin Mutabakat Zaptı temelinde Türk Yargı Eğitim Ağını (TYEA) kurmuştur. TYEA, Üye ve Gözlemci Devletlerdeki hâkim, savcı ve aday/asistan hâkim ve savcılara eğitim veren Türk yargı akademileri ve kurumlarından oluşan bir ağdır.
2023 yılı boyunca, Türkiye Cumhuriyeti Adalet Akademisi'nin girişimiyle, TYEA 'nin 1. ve 2. çevrimiçi toplantılarının yanı sıra, TYEA'nin Siber Suçlar Kurultayı ve Uluslararası Türk Hukuk Tarihi Kurultayı sırasıyla Bursa ve Ankara'da düzenlenmiştir.
Türk Devletleri Kanun Yapma Uygulamalarında Dijitalleşme ve Entegrasyon başlıklı Uluslararası Konferans, TYEA çerçevesinde Haziran 2024'te Bakü'de düzenlenmiştir.
Noterler Birliği bünyesinde işbirliği
Türk Dünyası Noterler Birliği Kurulmasına İlişkin Mutabakat Zaptı Ekim 2023'te Ankara'da imzalanmıştır.
Mutabakat Zaptı, noterlik mesleği alanında karşılıklı işbirliğini geliştirmeyi ve kapsamını genişletmeyi amaçlamaktadır.
