The Working Meeting of the Advisory Platform of Central Election Authorities of the OTS Member States was held on 28 November 2025 in Bishkek, under the chairmanship of the Republic of Kazakhstan. The participants reviewed the progress achieved since Kazakhstan assumed the chairmanship on 14 May 2025 and exchanged views on further strengthening cooperation in the development of electoral systems across the Turkic World. 

During the Meeting, the Parties approved the 2025–2027 Action Plan within the framework of Kazakhstan’s chairmanship, the Kazakh side presented the collective material “Turkistan Electoral Forum – 2025”, and agreed on the preparation of a joint English-language monograph titled “Electoral Systems of the OTS Member States”. The structure of the monograph, the Editorial Board chaired by the Chairman of the Central Election Commission of Kazakhstan, and the Editorial Team were formally endorsed. The participants also agreed to submit national materials by 1 April 2026. In addition, a dedicated Working Group on the impact of deepfakes on electoral processes was established, with the mandate to develop relevant guidelines and prepare materials for an online conference in the third quarter of 2026.

The participants reaffirmed their commitment to enhancing mutual coordination, exchanging best practices, and further advancing the resilience, transparency, and integrity of electoral processes across the OTS Member States.
