In the framework of the 1st Meeting of Ministers in Labour, Employment and Social Protection of the Organization of Turkic States (OTS), the Secretary General of the OTS, H.E. Ambassador Kubanychbek Omuraliev together with the Heads of Delegation of the OTS Member States and Observers in charge of Labour, Employment and Social Protection visited DOST Center No. 1 and the DOST Inclusive Development and Creativity Center on 5 December 2025, in Baku.

During the visit at the DOST Center No.1, the delegations were introduced with the activities, services and innovative operational model of these institutions, which represent Azerbaijan’s modern, citizen-oriented approach to social service delivery. At the DOST Inclusive Development and Creativity Center delegations  had the opportunity to enjoy the performances and creative works of talented young people with disabilities. 

The DOST Center No. 1 is a single-window model offering more than 160 types of social services, including employment assistance, social protection services, disability assessment, pension services, social insurance, as well as advisory and support mechanisms.

The DOST Inclusive Development and Creativity Center focuses on empowering persons with disabilities by providing inclusive education, vocational training, creative workshops, rehabilitation programs and opportunities for social integration.

The Secretary General expressed appreciation for the comprehensive work carried out by the DOST system and noted its potential as a model for strengthening social service delivery and inclusive development across the Turkic States.
