The 2nd Ministerial Meeting on Industry, Science, Technology and Innovation (ISTI) of the Organization of Turkic States (OTS) was held on 24 October 2025 in Baku, Republic of Azerbaijan under the theme “From Strategic Partnership to Technological Integration of the Turkic States.”
The meeting was chaired by H.E. Mikayil Jabbarov, Minister of Economy of the Republic of Azerbaijan and attended by H.E. Mr. Bakyt Sydykov, Minister of Economy and Commerce of the Kyrgyz Republic; H.E. Mr. Mehmet Fatih Kacır, Minister of Industry and Technology of the Republic of Türkiye; H.E. Mr. Rakhymzhan Issakulov, Vice-Minister of Industry and Construction of the Republic of Kazakhstan; H.E. Asror Norov, Acting Director of Agency for Innovative Development under the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan; H.E. Tamàs Torma, Ambassador of Hungary to Azerbaijan as well as H.E. Amb. Kubanychbek Omuraliev, Secretary General of the OTS.
In his opening remarks, Secretary General Amb. Omuraliev noted about the strengthening of cooperation in industry, science, technology and innovation emphasising that these sectors are at the core of the Turkic world’s efforts to build a competitive, knowledge-based and sustainable economic area.
During the meeting, the Ministers adopted the Joint Declaration of the 2nd Ministerial Meeting, which reflects the shared commitment of the Member States to further deepen industrial and technological integration. The Ministers also adopted the updated Action Plan for 2025–2026, which sets out concrete actions to advance cooperation across key priority areas.
It was decided that the 3rd Ministerial Meeting will be hosted by the Republic of Kazakhstan in 2026.
