Meeting of Ministers of Transport of the OTS held in Almaty

The 8th Meeting of Minsters of Transport of the Organization of Turkic States (OTS) was convened on 30 September 2025 in Almaty.

The Meeting was attended by H.E. Mr. Nurlan Sauranbayev, Minister of Transport of the Republic of Kazakhstan, H.E. Mr. Abdulkadir Uraloğlu, Minister of Transport and Infrastructure of the Republic of Türkiye, H.E. Mr. Ilkhom Makhkamov, Minister of Transport of the Republic of Uzbekistan, H.E. Mr. Rahman Gummatov, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan and H.E. Mr. Almaz Turgunbaev, Deputy Minister of Transport and Communications of the Kyrgyz Republic, as well as H.E. Amb. Kubanychbek Omuraliev, Secretary General of the OTS.

In his address, H.E. Amb. Kubanychbek Omuraliev emphasized the importance of implementing the commitments outlined in the Garabagh, Bishkek and Budapest Declarations. He reaffirmed the instructions of the Heads of State to strengthen the Middle Corridor through closer cooperation with international partners and the adoption of efficient transit procedures.

During the Meeting, the Parties exchanged views on common issues and challenges faced by transport authorities and relevant institutions of the Turkic States. They noted the successful implementation of the e-Permit project among the OTS member states and encouraged the acceleration of efforts towards the adoption of the e-CMR system. 

Furthermore, the heads of delegations welcomed the signing of the Joint Declaration between Azerbaijan and Armenia, which creates new prospects for the opening and restoration of regional transport corridors.

At the end of the meeting the Parties signed the Communique on the Outcomes of the 8th Meeting of Ministers of Transport of the OTS.
