Informal Summit of the Heads of State and Government of the Organization of Turkic States (OTS) was held on 21 May 2025, in Budapest. The Summit meeting was hosted by H.E. Viktor Orbán, Prime Minister of Hungary, and attended by H.E. Ilham Aliyev, President of the Republic of Azerbaijan, H.E. Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, H.E. Sadyr Zhaparov, President of the Kyrgyz Republic, H.E. Recep Tayyip Erdoğan, President of the Republic of Türkiye, H.E. Shavkat Mirziyoyev, President of the Republic of Uzbekistan, as well as H.E. Kubanychbek Omuraliev, Secretary General of the OTS.
Held under the theme “Meeting point of East and West” the Informal Summit provided a timely occasion for the Heads of State to share their perspectives on strengthening collaboration in key priority areas and tackling regional and global issues of shared interest.
The following documents were signed and adopted by the Council of Heads of State:
- Budapest Declaration of the Informal Summit of the Organization of Turkic States;
- Decision on the “Accession of the Republic of Uzbekistan to the Turkic Culture and Heritage Foundation”;
- Decision on Extension of terms of the Secretary General of the OTS;
- Statement of the Council of Heads of State on Afghanistan;
The following documents were signed and adopted by the Council of Foreign Ministers:
- Decision on the “Appointment of Executive Director of the Representation Office of the Organization of Turkic States in Hungary”;
- Decision on the “Granting Observer status to the Turkish Republic of Northern Cyprus at the Turkic Academy”.
During the Summit meeting, an award ceremony was also organized in which Nobel laureate and Turkish molecular biologist Prof. Dr. Aziz Sancar was awarded the “Alisher Navoi International Prize of the Organization of Turkic States for Contribution to the Unity of the Turkic World”.
The summit also featured a cultural program in honor of the Heads of State and Government at the Hungarian State Opera House.
The Budapest Informal Summit holds the distinction of being the first summit meeting to be held in the territory of an Observer state of the OTS.
After the Summit, the Secretary General of the OTS, H.E. Ambassador Kubanychbek Omuraliev, and Hungary’s Minister of Foreign Affairs and Trade, H.E. Péter Szijjártó, held a press conference. They briefed the media, providing a comprehensive overview of the Summit’s results and the decisions taken by the OTS Heads of State.
