The 2nd Meeting of the Ministers of Justice of the Organization of Turkic States was held on 20 November 2025 in Baku, Republic of Azerbaijan.
 
The Meeting was hosted by H.E. Farid Ahmadov, Minister of Justice of the Republic of Azerbaijan, and attended by H.E. Yerlan Sarsembayev, Minister of Justice of the Republic of Kazakhstan, H.E. Yılmaz Tunç, Minister of Justice of the Republic of Türkiye,  H.E. Akbar Tashkulov, Minister of Justice of the Republic of Uzbekistan, H.E. Iskender Sydygaliev, Deputy Minister of Justice of the Kyrgyz Republic, as well as H.E. Ambassador Kubanychbek Omuraliev, Secretary General of the OTS. 
 
In his address, Secretary General of the OTS recalled the several tracks of cooperation in the field of judiciary and law enforcement within OTS, and highlighted the importance of the cooperation among the Ministries of Justice of the OTS in order to establish relevant mechanisms of cooperation, including the legal assistance in civil matters and digitalization. 
 
The Participants presented information about the legal system of their countries, as well as bilateral cooperation with the OTS countries, and stressed the importance of exchanging experience in the field of digitalization among the Ministries of Justice of the OTS.
 
The Participants signed the Joint Communiqué of the 2nd Meeting of the Ministers of Justice of the OTS. It was decided to convene the next – 3rd Meeting of the Ministers in the Republic of Türkiye in 2026.
